Jefferson County’s decision Wednesday to default on its general obligation debt has nothing to do with its sewer bonds and everything thing to do with willingness to pay, analysts tell The Bond Buyer. The county’s general obligation debt should be affordable, but Montgomery lawmakers have refused to give the county the revenue it needs to pay that debt. Meanwhile, one of the county’s bond insurers has asked the federal bankruptcy judge to restore receiver John Young’s powers over the sewer system and allow him to raise sewer rates.
